I read a report that as of Win 8.1 GA, MS will no longer offer a "system builder" or "upgrade" license / reduced price sku.  There may be some introductory pricing for Win 8.1 but if not then the only real option is "Win 8.1 pro".  So if you want either of those Win 8 licenses best buy now (8.1 upgrade is free).
