No Flood Lights For Glareshield?

I've turned both flood light knobs to its brightest position, however only the panel has light on it. Is this normal or am I missing something?

The glareshield lights are controlled individually for CA and FO side by manipulating the sidewall controls on their respective sides. Look at the dials that are foward left of the CA's seat and forward right of the FO's seat. Have a look at FCOM v2 1.23.4, the circled "1", PNL/FLOOD
