It looks like an effect (fx) file to me, but that's just my opinion.Is it happening everywhere or is it localized to specific scenery? What scenery is that in your screenshots?

try downloading one of the light mods that change the halo and spotlight files in your main texture folder. or pull them off the CD to get the originals to see if the issue still happens
