Dismal FPS and just doesn't look right

After over a year I decided to install FSX and REX Essential Plus back onto my computer to only have very low FPS and ground textures that just doesn't seem right. My settings is set to very high with lots of air and road traffic however when I load FSX up there is no traffic, and a lot of tan/low quality ground textures.

 

Does this look right?

Steps I took for install:

 

1. Install FSX

2. Restart computer

3. Install FSX Acceleration

4. Restart computer

5. Install REX textures

 

The only modification I made to the fsx.cfg is setting Texture_Max_Load to 4096. This is the second time I had to do a fresh install.

Yeah, the guide didn't help much. I think I'm just going to try the DX10 fix.
