Can GA aircraft use them? I am aware that certain ones are for only aircraft that are, say RNAV capable, or what not, but does this mean that no GA aircraft can use them in RL?

Anyone can use them. If there are restrictions to them, it will say so (like: Turbojet Only, required performance, etc).
