A/T in ARM mode and throttle quadrant lever not active

Hello folks, 

 

I have noticed that, anytime the A/T goes into ARM mode, if I move the throttle lever of my Saitek quadrant, the throttle of the aircraft won't move, as it should be the case. Unless I misunderstood the Arm mode concept. What am I doing wrong?
