A/T in ARM mode and throttle quadrant lever not active

Hello folks, 

 

I have the following question: anytime the A/T is in ARM mode, I should be able to move the throttle manually, but when I try that, and move the throttle lever of my Saitek quadrant, the aircraft throttle won't move...what am I missing?
