I Bought the PMDG 737 base package back  in 2012 along with the extended download service. Of course the extended download serve has long expired, so a bought a new one. However I'm not sure how to open a ticket so I can use it.

Have a look at this post.  Do yourself a favor and store the install.exe and license in a safe place and you will not require download service in the future.
