I don't like when programs make changes on their own to FSX files, so I neglected to do the cloud fix when reinstalling Active Sky recently. I would like to do the tweak on my own though, is this the one ASN uses?

Surely this tweak is no longer relevant. This goes back 5 years. ASN uses it's own weather engine independent of FSX, or that's how I understand it.

ASN offers users the option to do a tweak when installing, so they are recommending or giving the option for a tweak, and they say themselves it is related to new material usage. This isn't about cloud flash during weather updates, it's an issue with the FSX shader. I strongly suspect that the tweak I linked to is the one being used, but it doesn't look like anyone from HiFi can confirm it.

 

I went ahead and did the tweak and can confirm it minimizes cloud flash and works in DX10 in the limited scenarios I tried it with so far.
