Whenever the green taxi lights come on, there's a loud buzzing noise and my FPS dips in half.  As soon as they go off, everything is fine.  For now I have disabled them, and everything is ok without them.  Except I'd like to use them!  Anyone have a fix for this problem?

To my knowledge this is a known problem and the only fix is to disable them as you have already done.
