SweetFX, DX10, and Windows 8.1 issues

I have looked at almost all SweetFX forums on Avism. I looked at the apparent SweetFX fix for Windows 8.1 using the RadoenPro. But everytime I leave the dxgi.dll in my FSX folder. It causes my DX10 preview box to disappear and run my FSX in DX9. Only if I remove the dxgi dll then my FSX runs in DX10 mode. I have read many people have had their SweetFX work fine. I would like help in setting iy up from those who have it working correctly. I am using the DX10 fixer, Sweetfx v1.5.1 as well.

Can someone give me a little link for sweet fx and their settings for Windows 7 64 bit with a Radeon card and fsx running Steve's dx10 fixer.
