It's from the Staffan Ahlberg Panel Project but his site has been down for years and I couldn't find anything in the library here.

Although Staffan* is still an active member here at AVSIM, but he withdrew his panel and gauges back in 2003. I'm not aware of any remaining websites or other download services that may still have it.
