Operations Centre: 77W not updating panel configs + other Q.

Two questions,

I have changed a lot of settings in the panel edit within the operations centre and the values have not changed within FSX,

I wondered if this is linked to  another long-term reccurent issue where Trans Altitude is always 18000 no matter what you set the default one too (in the PMDG options within FMC.)

#2 All the cost index values for the 777-300er are 85, even though there is a 'notepad' icon next to liveries (Which I think means that the panels are exactly the same as the real world? )
