I am trying to connect to FSX,using PRO ATC, from my client PC. I have installed all SDK's on both PC's. When i do a test with the simconnect.exe i get the error" simconnect Failed seek assistance in reparing FSX WinSxS subsystem. I have don a search in the Winsxs folder for simconnect.dll's. I only have one. On my FSX PC i have 3. Is this right? and what puts the simconnect.dll in this folder?

You need all, different programs may use one of these versions. Normal FSX install should do it, that's why you have it on your FSX PC. Try running the installers from here:

 

...\Microsoft Games\Microsoft Flight Simulator X SDK\SDK\Core Utilities Kit\SimConnect SDK\LegacyInterfaces
