When I create a plan & save it the first time, the default panel state loads, but...

My default situation panel state is ready to start engines.  When I try to load this same plan saved in flight planner, the plane is now moving forward with engines at full throttle, whereas the first time I load the newly created & save plan engines are off.  Am I doing something wrong, or is the a bug in P3D 2.3?
