Problem Installing Hot Fix for P3D Version 2.5

I am having problems installing the hot fix for version 2.5. I have had Version 2.5 running just fine but when I try to install the hotfix I get this error message.;

The program can't start because IP2lib.32dll is missing from your computer. Try reinstalling the program to fix this problem.

I not only reinstalled the program but downloaded the program and hotfix and reinstalled again and still getting the errors. Anyone know how to fix this.
