Well, after three days and numerous hours trying to solve this issue, I decided to do a clean install of everything.  I would like to say the issue is solved but I don't know exactly what was causing the issue but my system is running very smoothly now.

 

I am getting 30 FPS at FSDreamTeam's LAX with 100% AI.  I am using Nvidia Inspector with the FS2004 Settings and tweaked some settings, using the ones neumanix suggested.

 

It takes a lot of time to re-install FS9 and all the add-ons but in the end, it was worth it.  Thanks to everyone that tried to help me with this and your suggestions.  Now I just need to remember to back it all up!
