I deleted your first post. The IP-address is registered to Microsoft, so it's probably one of the Microsoft components that I use that's contacting this IP-address. Either the Internet Explorer web browser control or the Open/Save file dialogs. If I google this IP-address or the domain, I do not find any worrying reports.
