I have taken Jeroen's suggestion and turned off Special Effects and got a bit of a performance increase.

All the settings I changed are in the OP already...? I set Water detail to off (or whatever the lowest setting is called),

 

What about the direct reflection of the sun with water turned off?

I'm getting a huge ugly paper white disk as a reflection.

This is with all reflections turned off too.
