Turbulence when disabled?

I have noticed what seems to be turbulence (or thermals) acting on my plane now and again in P3D v3.1, even though turbulence and thermals are switched off. This seems to occur most often when I "cross a boundary". By this, I mean when I fly over the boundary between an airport addon and the base scenery, or cross a coastline. Is this a bug? If I switch off turbulence and thermals, then I do not expect to be affected by them.
