Odd issue: P3D loses connection to my throttle

And I don't mean the peripheral itself is disconnected.  All the buttons on my CH throttle still operate in the sim.  But the throttle axis does not respond, AND I cannot manipulate throttles with the mouse either - they won't budge.

 

In the controls screen, the throttle axis does show movement.

 

Has anyone seen this issue?
