fsx-ms Strange airport background anomaly..

I tried doing a couple google searches but couldn't seem to come across anything like this. Basically what is happening is I am getting strange out of place tiles under most of the default airports, where the background should be.

 

As you can see from the pictures it can be water, roads and just different texture tiles. Another strange thing to note, they change as you fly/slew over the airport. I have tried disabling all add-on scenery as well as disabling GEX and UTX.
