I guess that I never realized that the format of missionpanels.cfg (in the gauges subfolder) is virtually identical to that of panels.cfg, which means that new popup windows can be added and that they can even include XML/GAU gauges to allow for programming. Here's an example of a 3rd party developer using this technique to allow the use of their FSX addon (AirTrack) in P3d:

This is a different approach than addons that  are based on SimConnect (ASN, GSX, Tacpack, etc.) use to generate popup windows. Note, the XML must contain code to create either an onscreen button or keyboard shortcut to allow the window to popup. Here's another example:
