Should not hear chatter and P2A ATIS with battery and avionics off

After landing, parking, and shut down, i.e. avionics and master bat switches off, I can still hear ATC chatter files and if I select ATIS with P2A suppying ATIS I get weather. With the radios off I don't think I should hear anything. Kind of a nit bug.

Please ignore this. I forgot I had the ignore bat switches option on. As soon as I disabled that I got the right behavior. Sorry for the bug report.
