New GTX 1070 won't co-exist with GT 120

I'm in the process of trying to upgrade to a GTX 1070 card (this one) but for some reason it refuses to co-exist with an old PNY GT120 I have in another PCIe slot. If I install one, the other fails (with a generic hardware error 53 showing in Device Manager). The GTX 1070 installs on its own fine. I have tried updating the drivers for each card. I have tried a clean install. I can't think what else to try except just taking the GT120 out. Trouble is, it's for running my GPS and WX radar on two little screens.

Any ideas would be appreciated.
