Switching hatswitch

I cant find how to switch the hatswitch between presets and panning. I'm used to having 4 basic views set to my hatswitch and from those basic views I pan around when needed, but for this the hatswitch has to change between 4 separate switches (up, down, left, right) and pan motion control. How can I do this?
