weird permission issues

For latest Active Sky 16 and some headtracking, I think Opentrack, I seem to have some weird permission issues.  Yet, I have run the net user administrator and turned down the notifications.  Did I  miss something there?  

 

I checked virus scanner and even turned it off for a while.  I was wondering if recreating my profile would really reset permissions entirely on the drive c: where the apps seem to have problems?  

 

opentrack complains it cannot write to my \users\bic\Documents (yet I can)  When I check permissions, I can see read only has  a square in it (checked).  Is that right?

AS16 support area is similar and says to turn off virus scanner / enable exclude directories for it.  Also uninstall and reinstall with virus off.
