Frame Rate Increase outside FSX

Greetings all, 

I've searched the forums and could not find anything related to my issue, so I'm going to straight up ask.  

I noticed that when flying inside FSX:SE (PMDG or stock aircraft) there are "frame rate" stutters.  You can see it as the ground texture goes by and when panning around the VC.  I normally run FSX:SE in windowed,    However, if I "task" switch outside the window, have FSX:SE visible in the background and use my hat switch, the panning around the VC is smooth and ground textures go by smoother then when i'm "in" the program.

I've added a couple of videos to youtube to demonstrate what i'm experiencing

System Specs
FSX:SE
Intel I7-6700 @ 3.4GHz
16GB RAM
NVIDIA GeForce GTX 1070 (Running 3 Monitors Widescreen)
Toshiba EXT SSD 500GB 

I can upload my FSX.CFG if you'd like to look as well.  Just looking for any thoughts!
