Strange Cloud Effect when Panning View

Hi Guys,

I'm getting this very strange effect when panning the view in P3D v4. It's around the clouds and the sun, and it happens when I pan the view around with my mouse. Does anyone know what's causing it please? I tried disabling HDR but it doesn't help...

I hope someone here knows what's going on...

Turned out to be a setting on my monitor called "Fast Response"
