Window heat lights flashing

I noticed at the arrival gate on two of my recent flights that the window heat lights kept flashing, one at a time. After turning off W/H and back on all was normal. What is causing this? I've never seen this before in years of NGX flying.

Flights were into KPHX and KLAS and it was very hot. Maybe the heat has something to do with this?

What does the flashing mean?

If I remember it indicates that the windows has reached its temp and the system turns off and on to protect it from overheating and keep its temp.
