Aren't lights supposed to flicker?  You can let them flicker or you can try turning SSAA to the max - 8X's but it is a fps killer.  Make sure you are not using the Nvidia Inspector and those settings are at the default.  Personally, I like the atmosphere causing my lights to flicker.  Makes it more realistic.
