to use the bloom of Steve's DX10 Fixer should I enable the bloom effect also from fsx settings?

Yes, you also have to activate the Bloom-Slider in FSX Menu, after installing Steves DX10 Fixer and its Libraries. 

Make two screenshots with the Slider enabled and disabled, with bloom on and off - so you can see easily the difference.
