Standing still FPS jumps from 7,11,18 to 25 and back.

I really need your help or ideas. My FPS vary from the mid teens to the mid 20s with no action just standing still at a runway for example, same while flying. I have the newest drivers, deleted the shaders and cfg and let it rebuild. I have an I7, 32 gb ram, 980ti. Very frustrating.
