What are blurries?

I've been seeing people with "blurries" and I don't even know what that is! 

I've seen people with terrible texture resolution, and come to think of it, I was flying to KDFW when literally to the left of me, there are NO buildings whatsoever, and the texture quality has seen better days.

It was usually ORBX, as back in the ol' FSX Boxed days, I had ORBX, and around KSJC there would be what I called "blank spots" where there are no buildings, and terrible texture quality.
At the time, I had no other addons. Just ORBX and some freeware. Over the course of a few months, it just fixed itself. I don't even know how, but it did. I didn't touch anything, but it fixed.

Fast forward a few years, and I'm starting to wonder if it's GSX or ORBX. (I don't have GSX Level 2 by the way.)

Even though people are very quick to point fingers at some developers for causing blurries, I've had them with default P3D. In my case, deleting the shaders and remiving my affinity mask made them disappear. They have been around since early FSX. An individual product might trigger them but the product is not the cause. Something else is going on and the product just revealed the issue. Much like the proverbial straw breaking the camel's back.
