BUT The flap moves when the throttle is operated because it is too small.

anyone could you please recommend BEST kit 737 for quadrant?

BEST would probably be these:

https://www.flightsimwebshop.com/en/fs-modifications-saitek-throttle-quadrant-modifica.html

if for no other reason than that it has detents for the flaps handle.

Please note that most of the 737/etc replacement lever caps for the Saitek/Logitech quads assume you have two of them (6 total levers) because they include flaps and spoilers handles.

Also note that you'll want to get a positioning box like this:

https://www.aerosoft.com/en/hardware/flight-simulation/throttles/1324/cockpit-phd-mounting-box-for-dual-saitek-throttle

so that the quadrant gets tilted forward 45 degrees, which will not only make it more realistic for a tubeliner quad, but also reduce stress on the levers - - otherwise when those big, heavy replacement lever caps are below 50%, they'll be pulling down pretty hard on the levers themselves and eventually you'll end up with floppy levers that won't stay where you put them.
