Win 10 1903 update killed my overclock

I was force fed the 1903 update in typical Microsoft fashion and lo and behold my processor is stuck to default clocks. Tried a bios update (I have x99 broadwell-e) and no change, well except for a boot screen loop that required me to reset the bios. 

I checked intel’s website to see if there’s a more recent microcode update available to motherboard suppliers to include in their bios updates but there’s nothing new.

Maybe this is related to the Spectre performance improvement update? I reverted back to 1809 and everything was back to normal.
