747 landing light immersion stuck on with light switch off

I was flying into TJSJ last night and turned off my landing lights because due to go-around and low clouds. When I turned of the -400 lights, immersion manager kept the lights on. In the IM landing lights was green and cycling it off did nothing, they remained on. Last week it was the 737 stuck on after takeoff.

Forgive this probably dumb question, but don't airliners keep their landing lights on below 10000 feet under normal circumstances?

I know they do but they should also to be able to turn them off as needed. I've seen several videos were aircraft shut off the landing lights in zero visibility so as not to blind them from the reflection. So is IM designed to have the LL on below 10K regardless of switch position?
