Same frequencies (can not get clearance)

Hi! I just got the issue that the required frequency for clearance (in this case radar control) is same as some other frequency (also radar control), if I try to use a alternate frequency he says "check your frequency and try again).

Any suggestion how to overcome this?

Radar Control cannot issue clearances.  If you're at an uncontrolled airport, change to Vienna Center and try again.  If your airport has Clr Del, Gnd or Tower, try them in that order.
