I would guess it is connected to the max fps of your monitor. Turn off VSync and you will get as many FPS as it can muster.

Not sure either but to hazard a guess, your monitor may be 60Hz which means 60 fps. Mine is also limited to 60 fps. If you have a 120hz+ monitor, it might show higher settings.
