What's GPUMem budget?

I noticed when turning on FPS display in developer options it will also show other parameters. One of them is the GPUMem budget. While it seems logical at a first glance I realized it sometimes shows me numbers exceeding my actual VRAM (eg. in dense areas I get a 9220/7311 reading) I'm using a GTX 1080 with 8GB RAM.

 

So what does the first number actually mean?

It means you are exceeding VRAM and its using system ram.

Thanks. Seeing no drop in framerates tough (but locked at 30)
