A question about manual cache

Forgive me if this has already been asked, but does the manual cache override steaming scenery? Specifically, if I cache an area at medium detail, will this block the sim from streaming in the high detail assets that I'm flying directly over? Most photogrammetry looks decent at medium detail from a distance, so I don't see the need to download an entire city at high detail if I'm just flying over parts of it, but obviously I want the areas I'm flying over to stream in the high detail photogrammetry.

Also on this topic, are the levels of photogrammetry detail differential? In other words, if I have medium detail cached, will MFS just stream in the "missing bits" to upgrade from medium to high quality, or does it basically have to download the area I'm flying over all over again as if it wasn't downloaded at all?

Were you able to successfully use the manual cache tool, and check in the sim that it is actually working?

From what I can read here and on the MSFS forum, it's actually broken. I could not make it work myself

Ok, got a message from Zendesk that my problem was fixed with the new 1.9.5.

The ground texture seems to cache fine, but tree are a mess, here is an example :
