Removing pushback tugs from liveries

I know that you can go into the official files and remove the ground crew/pushback tugs/etc., but is it possible to do it for a livery? If so, how would one go about it?

I tried adding the [Services] section under the [FLTSIM.0] section in the liveries aircraft.cfg such as

[SERVICES]
FUELTRUCK = 1
BAGGAGE_LOADER = 0
CATERING_TRUCK = 0
BOARDING_RAMP = 0
GROUND_POWER_UNIT = 0
PUSHBACK = 0
SMALL_PUSHBACK = 0
MARSHALLER = 0
JETWAY = 0

but it doesn't work.
