Reduced building textures ???

Hi, My fps is fine when I am in the non-detailed cities like Ottawa. When I go to cities with high detailed textures like Paris or New York, my fps drops to 10. So I tried turning off the autogen and still very very low framerates. So it was obvious, the high detailed buildings are causing the trouble. So my question, is there any reduced textures for those high detailed buildings in those high detailed cities ??? Thank you
