Can you fly IFR to a waypoint?

I want to fly from KTEB To the Statue of Liberty and back, But I want to do it IFR, can I do this in FS2020?

Use Little Navmap with the detailed OpenStreetMap to make IFR Flight plan with your custom waypoints.

You can also paste a latitude/longitude pair into the search box on the World Map and it will create a custom waypoint for you.
