July 10, 20214 yr Hello, I have an intermittent issue when I try to use Add/Remove Programs often it works normally, but sometimes (like right now) it just loads up a blue screen with the little white "gear" logo in the middle and never proceeds past that to populate my list of programs etc. SOmetimes it will just stay like that and then close itself, sometimes it will eventually proceed to list the programs. Couldn't really find anything useful on google...any thoughts? August 4, 20214 yr You could try to do it in Safe Mode. To get there, hold SHIFT while you click on shutdown in Windows. You should get a number of options, one of them being safe mode. If that still doesn't work, you might need to repair Windows. There is a guide here that shows you how to do that.
