From the in flight tool bar, click on ai pilot icon to open the ai piloting options window, there is an option near the bottom of the list that mentions something like ai control with pointer, basically when you use the pointer or mouse ai takes over controls, make sure this is off.

Much appreciated on the suggestion.  This option was toggled off.  I tried turning it on - no change, Back to off - no change. I noticed the control surfaces DO work while left mouse button panning the external camera... just not in cockpit view.  Looking over at the MSFS Forum I see it's apparently a known issue.  Thanks Again!
