Only requirement is to start MSFS first, and not connect PF3 or start MCE until the plane is on tarmac ready to fly (i.e. not while fiddling with settings, assigning flight plane or things like that). MCE can monitor PF3 and will know when you have clicked "Connect to FS" so it starts fetching all the information it needs from PF3 (last hotkeys to use, flight plan, call-sign". The data in MCE UI, ATC tab will only appear after connecting PF3 to MSFS. This thread has everything you ned to know regarding MCE integration with PF3 (it gives it the voice control element).
