I had this problem as well. My issue was with my Thrustmaster Rudder Pedals. I looked at the USB Game Controllers under properties of my T-Rudder pedals and found that the left toe brake was not fully releasing. Checking the USB hub that my pedals were plugged into, I found the hub connection cable to the hub was loose. I reseated the cable, then heard the usb connected sound, and all was well again.
