Windows Config NOT SHOWING

Please!,

I cant see the  IN MY DESKTOP  the Window Config Option . it Is NOT Showing it. PBE its installed correctly and perfectly working, but im trying to changed the option (for Use voice option) and it is really imposible to do any changed beacuse the windows option not showing 
 

I have installed Fs2Crew 32NX version and works perfectly and this program shows the option config window well...

What can i do?, i uninstalled and reinstalled many times, im using only one monitor, and i cant see the PBE option config windows

Thanks for the info.

right click + shift key method doesn´t works

PBE dont use  this type key reg dword for X-Y positioning

But your help it was inspirating for find the solution. The problem was that i recently chanched my monitor, with other resolution... Just i had to changed the old resolution, start PBE and finnaly i could see the config  window in the same older position before change my monitor. After that, i move the config windows to a good position to can used the new resolution (near 0,0).
