Problem automatically starting an add-on using exe.xml

I can't figure out why the code in the exe.xml file below won't run when placed in either folder

C:\Users\Dadmin\AppData\Roaming\Lockheed Martin\Prepar3D v4
... or in ...
C:\ProgramData\Lockheed Martin\Prepar3D v4

The program runs fine if I run it using the Windows desktop shortcut. Do you see anything wrong in the file?  Does P3D create a run log so that I can check for errors?  Thanks.

Typo correction

Hardware: i7-8700k, GTX 1070-ti, 32GB ram, NVMe/SSD drives with lots of free space.
Software: latest Windows 10 Pro, P3Dv4.5+, FSX Steam, and lots of addons (100+ mostly Orbx stuff).

I placed it in C:\ProgramData\Lockheed Martin\Prepar3D v4.
